Unable to execute a script using ssh with NCM 7.1.3

I am trying to execute a script using ssh on a Cisco (WS-C2960S-48TS-L) switch. When I try to execute the script, I get the following error:

"Connection refused by (IP address)"

As a test, I allowed telnet on the switch and was successful in executing the script only after entering my login credentials for the device in NCM. I also
removed any access-lists on the VTY lines to ensure they were not getting in the way either.

My goal is to be able to execute scripts using ssh and radius authentication. Any help would be appreciated.
